It seems to be impossible to get this to work.
What I've done:
1. Turn on the BT-mode on OSTC3+
2. Discover the device in the Windows BT view (Control Panel\All Control Panel Items\Devices and Printers). There are no other devices listed
3. Get the COM-port from right-clicking the device (OSTC3#04460) -> Properties -> Hardware-tab, this is COM4
4. Start OSTC Companion v1.200, select OSTC3+, click Next
At this point the program complains: 'Port COM5: writeBlock timeout'.
If I go to OSTC Companion settings, select the communication port, then it only lists COM5 (Bluetooth).
I type in manually COM4 and click OK. Click Reconnect and now it compains 'Port COM4: writeBlock timeout
FWIW the COM5 seems to be reserved by something else.
Looking at the properties of the OSTC3#04660, the device function summary says that the manufacturer is Microsoft, location is 'on Bluetooth Device (RFCOMM Protocol TDI' and status is 'This device is working properly'.
The Firmware is 1.81 on the OSTC3+.
Is this an issue between OSTC3+ and the BT chipset, Windows 7, or OSTC Companion?

After having rebooted the machine, removed the defined BT-device, re-add it, the Companion now offers two options, the manually added 'COM4 (current)', and 'COM4 (Bluetooth)'. Selecting the latter worked, and I have now updated to the 1.87 firmware \o/
I had similar issues on Linux-side (Fedora x86_64 22 Mate desktop) with the blueman, where the initial setup did not work, but redoing the same steps assigned the device with a working rfcomm-dev.

Try the update using "Subsurface" to work with these issues.
